The National Disability Insurance Scheme will be top priority at the Council of Australian Governments forum in Canberra tomorrow. The Prime Minister will meet with State Premiers to discuss how the major health care reform will be funded.

A trial of the scheme is expected to start mid next year, but both levels of government are yet to finalise the policy. Disability advocates are hoping that the governments will resolve funding issues and implement what they say is a much needed reform.
