What can we learn from Canada’s migration program?

Immigration is yet again a hot topic after Prime Minister Scott Morrison argued this week he wants to cut the annual migration intake below 190 000 annual level.

Instead he has argued for the need for states and territories to take part in setting migration targets.

This is something Canada already does, with some success but it may entail politicians having to give up on using migration as a political tool.
