The Prime Minister surprised the nation when on Sunday, the day before his spill meeting in the party room, he announced that South Australia would be able to tender to build new submarines for Australia. It was a captain’s call that seemed to catch even senior ministers in his government by surprise. But since Sunday further confusion has reigned with experts saying, in fact, there is no tender process.
