Japan is considering boosting military personnel and equipment amid growing regional tensions. That’s according to Kyodo news – a non profit agency based in Tokyo- that obtained a copy of a draft defense paper. Article Nine in Japan’s constitution says the country cannot wage war on another country or have a standing army. So how does a country increase its military capabilities whilst remaining a pacifist nation?
