While farmers are struggling in terrible drought conditions the debate rages about whether parts of a government assistance package announced today are a return to ineffective policy of the past or necessary measures in the face of a natural disaster.

Part of the package will provide assistance for basic needs, mental health support and pest eradication, but the vast majority is being offered as low-interest loans – a proposition that experts say is risky business.
