In a passionate speech welcoming visitors to the Garma Festival, Denise Bowden, CEO of the Yothu Yindi Foundation, alleges that Federal GST funding in the Northern Territory has been misappropriated and misdirected.
Urban projects and spending on tourist infrastructure have taken precedence.
In financial year 2015-16 there was an alleged shortfall of $500 million dollars in spending on indigenous projects.
