Civil ceremonies have historically been viewed as an alternative for couples seeking a dignified alternative to a religious ceremony.

Attorney-general George Brandis has proposed an amendment to the private member’s bill  legalising same-sex marriage sponsored by Liberal Dean Smith, allowing civil marriage celebrants to refuse to solemnise a marriage if it conflicted with personal beliefs on sexuality.
