A bi-partisan parliamentary committee has found the Government’s proposal to make young people wait six months to receive unemployment benefits is a violation of international human rights conventions. But the government introduced the proposal in its budget this year as part of the Earn and Learn measure, and it doesn’t seem to want to back down. The proposal will be debated in parliament this week.
