Amongst the current disarray of the Northern Territory political scene, one Aboriginal Leader has called for a new, Indigenous system of governance for Arnhem Land. Galurrwuy Yunupingu is a clan elder of the Gumatj people. He has joined together with other elders of the Yolngu Nation to form the Dilak Provincial Authority, an organisation that he hopes will one day achieve autonomy. But Mr Yunupingu is a controversial figure, and his position on Aboriginal issues has not always had widespread support. National Indigenous Times editor Chris Graham says the proposal has merit but Yunupingu is not the man for the job.
