Serious questions have been raised over the international effort in Kosovo, following the latest wave of ethnic violence, which has forced thousands of Serbs to flee their homes. Kosovo has been a UN protectorate since 1999, when NATO jets bombed Serbian forces and forced them to withdraw from the province.
