East Timor Prime Minister Jose Ramos-Horta is set to face independence- fighter-turned-politician Francisco Guterres in a presidential run-off election tomorrow. No single candidate won a clear majority in the first-round vote a month ago – the country’s first since becoming the independent state of Timor-Leste in 2002. With violence surrounding last month’s poll alongside allegations of vote buying and voter fraud, The Wire investigates whether democracy is working in East Timor. Eleanor Bell spoke with Damien Kingsbury, an Associate Professor of Deakin University who’s in Dili to monitor the electoral process.
