The Northern Territory heads to the ballot box tomorrow and as a pre-election promise the ALP Government have announced a policy of incarceration for habitual drunks. Lorna Perry spoke with the editor of the National Indigenous Times Chris Graham who says the policy is one aimed at picking up cheap votes.
