Indonesia is a tricky place to legislate, with tribal councils often over-riding national laws. This can cause problems, especially related to the rights, safety and protection of women. The Indonesian National Commission on Violence Against Women was formed in the 1990s to advocate on behalf of women to government and to speak out in communities to promote equality.
