More than 50 world leaders have gathered in South Korea for a nuclear summit over the next two days. On the agenda is greater global co-operation against nuclear terrorism. One observer has told the Wire that the issue of nuclear terrorism has been overplayed at the expense of addressing the bigger threat of nuclear proliferation.
