Paid Parental Leave: budget emergency or political compromise?

Prime Minister Tony Abbott has announced controversial changes to the Paid Parental Leave scheme, reducing the income cap to $100,000. In a move to get backing from the Greens and Labor, maximum payments will be reduced to $50,000. While Mr Abbott bows to party pressure in making the change, Opposition Leader, Bill Shorten is still calling on the scheme to be scrapped. The Prime Minister is pitching the updated scheme as a sensible solution to the budget crisis, but not everyone is convinced.
