In August then Treasurer Joe Hockey said he had the answer to ever lower government revenues and ongoing deficits: give the rich a tax cut. At the time critics said the move was populist and ignored underlying issues with structural reform including addressing negative gearing, multi-national tax avoidance and superannuation tax concessions.
