It’s hard to tell who will be the economic winners and losers in the swirl of carbon tax rhetoric voiced by both major political parties. ACOSS says low-income earners won’t lose out, but there are concerns about a small number of regional areas. One of those is the La Trobe Valley in Victoria, home to some of the most polluting power plants in the country.
