Commonwealth land rights have prevented Safety Testing Advisory Service at Festivals and Events Consortium (STA-Safe) from proceeding with their proposed pill testing program at Spilt Milk festival in Canberra.
Advocates say pill testing could have significantly reduced the risk of drug taking for young festival goers.
