18C reforms could impact all Australian Human Rights Commission discrimination complaints

Under the new proposal for 18C of the Racial Discrimination Act, the words “offend, insult, humiliate” will be replaced by the word “harass”. The proposal has sparked debate in the Senate, but so far little attention has been paid to procedural changes to the Human Rights Commission that will also have a significant impact on future discrimination cases. What’s more, these changes will not only apply to 18C complainants but to all age, sex, disability and race complaints involving the Human Rights Commission.
